NPC deputy calls for integrated power-computing development

He Guanghua, a deputy to the National People's Congress and head of the Cable Operation and Inspection Center at State Grid Wuxi Power Supply, has gathered her team to brainstorm and refine suggestions for this year's congress.

After a year of thorough reflection, He has crafted well-developed suggestions across six key areas. These include advancing the computing power industry's upgrades through dependable power support and integrating "digital intelligence for disability assistance" into the national AI development strategy.

"China's computing power industry is undergoing explosive growth, and electricity is the backbone of this expansion," she said. "Currently, the synergy between power and computing is bogged down by issues like incomplete mechanisms and spatial-temporal mismatches between the eastern and western regions."

At the congress, she intends to suggest the establishment of a coordinated development framework for power and computing, enhancement of power's digital adaptation capabilities, deepening of the source-grid coordinated dispatch mechanism, and improvements in operations and talent development systems.

Her research revealed that by 2025, China's total computing capacity increased by 45 percent year-on-year, with AI data centers using 360 billion kilowatt-hours each year – equivalent to the electricity consumption of a medium-sized province.

The rapid growth of computing power requires higher reliability in power assurance. Therefore, she advocates for the inclusion of "power and computing collaborative safety technology" in the national research and development agenda. This includes conducting core research on extreme-weather load forecasting and wide-frequency oscillation prevention, developing disaster-resistant power-distribution equipment tailored to computing power scenarios, and establishing a nationwide unified power-warning platform for computing nodes to ensure 24-hour risk alerts.
